Bahsi ge\u00e7en yeni tedbirlere ili\u015fkin d\u00fczenleme, 02\/07\/2023 tarihinden itibaren y\u00fcr\u00fcrl\u00fc\u011fe girecektir.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\"><strong>OLAYIN \u00d6ZET\u0130<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"font-weight: 400;\">02\/02\/2023 tarihinde \u00fclkemizde meydana gelen elim deprem felaketi sonras\u0131nda, deprem kar\u015f\u0131s\u0131nda T\u00fcrkiye genelinde in\u015fa edilen yap\u0131larda dayan\u0131kl\u0131l\u0131\u011f\u0131 artt\u0131rmak ve meydana gelecek olas\u0131 bir depremde in\u015faattan kaynaklanan sorunlar\u0131n \u00f6n\u00fcne ge\u00e7mek hedeflenmektedir.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">12 May\u0131s 2023 tarihli 32188 say\u0131l\u0131 Resmi Gazete\u2019de Planl\u0131 Alanlar \u0130mar Y\u00f6netmeli\u011finde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik (\u2018\u2019Y\u00f6netmelik\u2019\u2019) ile, 03 Temmuz 2017 tarihli ve 30113 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Planl\u0131 Alanlar \u0130mar Y\u00f6netmeli\u011fi\u2019nin 5\u2019inci Maddesi\u2019ne yeni f\u0131kralar eklenmi\u015ftir.<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li><strong>Konutlarda Ticari Zemin Katlara \u0130li\u015fkin D\u00fczenlemeler<\/strong><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"font-weight: 400;\">Y\u00f6netmelik ile, konut olarak kullan\u0131lan yap\u0131lar\u0131n zemin katl\u0131nda ticari i\u015fletme ama\u00e7l\u0131 kullan\u0131mlarda zemin kat y\u00fcksekli\u011fi 4,5 metreyi ge\u00e7emeyecek, k\u0131sa kolonlar olu\u015fturulamayacak, asma kat ve kapal\u0131 \u00e7\u0131kma, g\u00fcvenlik sebebiyle yap\u0131lamayacakt\u0131r. Buna ek olarak, yap\u0131n\u0131n tasar\u0131m\u0131nda T\u00fcrkiye Bina Deprem Y\u00f6netmeli\u011fi&#8217;nde belirtilen A12, A13, A14 veya A15 tipi ta\u015f\u0131y\u0131c\u0131 sistemler kullan\u0131lacakt\u0131r. \u0130lgili Y\u00f6netmelik, say\u0131lan t\u00fcm \u015fartlar\u0131n bir arada sa\u011flanmas\u0131n\u0131 zorunlu k\u0131lmaktad\u0131r.<\/p>\n<p style=\"font-weight: 400;\"><strong>\u00a0<\/strong><\/p>\n<ul>\n<li><strong>Biti\u015fik Nizam Yap\u0131lara \u0130li\u015fkin D\u00fczenlemeler <\/strong><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Bahsi ge\u00e7en d\u00fczenleme, T\u00fcrkiye\u2019de 6 \u015eubat 2023 tarihli depremde biti\u015fik nizaml\u0131 yap\u0131larda g\u00f6zlenen ve yap\u0131lar\u0131n birbirine \u00e7arpmas\u0131 sonucunda olu\u015fan depremin etkisini artt\u0131ran \u2018\u2019\u00e7eki\u00e7 etkisi\u2019\u2019ni \u00f6nlemek amac\u0131 ile d\u00fczenlenmi\u015ftir. Y\u00f6netmelik ile biti\u015fik nizaml\u0131 yap\u0131larda \u00e7eki\u00e7 etkisi olu\u015fmas\u0131n\u0131 \u00f6nlemek amac\u0131 ile deprem derz bo\u015flu\u011fu kadar mesafenin b\u0131rak\u0131lmas\u0131n\u0131 zorunlu k\u0131lmakta olup bu mesafe, parsellerin s\u0131n\u0131r\u0131ndan itibaren b\u0131rak\u0131lacakt\u0131r.<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li><strong>M\u00fchendis ve Mimarlara \u0130li\u015fkin D\u00fczenlemeler<\/strong><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Y\u00f6netmelik ile birlikte, yap\u0131 in\u015fas\u0131nda g\u00f6rev alacak in\u015faat m\u00fchendisleri ve mimarlar\u0131n mesleki tecr\u00fcbesine ili\u015fkin d\u00fczenlemeler yap\u0131lm\u0131\u015ft\u0131r. Yeni mezun in\u015faat m\u00fchendisleri taraf\u0131ndan haz\u0131rlanacak statik projeler, zemin kat hari\u00e7 4 kat ile s\u0131n\u0131rland\u0131r\u0131lm\u0131\u015ft\u0131r. Yap\u0131lar\u0131n kat say\u0131s\u0131n\u0131n artmas\u0131 ile, in\u015faat m\u00fchendislerinin meslekte ge\u00e7irdi\u011fi s\u00fcre ve in\u015fas\u0131 tamamlanan proje say\u0131s\u0131na ili\u015fkin ko\u015fullar d\u00fczenlenmi\u015ftir. \u00d6rne\u011fin; Zemin kat hari\u00e7 5 ila 7 kat aras\u0131 yap\u0131larda, statik projelerini haz\u0131rlayacak in\u015faat m\u00fchendisleri i\u00e7in en az 3 y\u0131l mesleki tecr\u00fcbe ve toplamda en az 10 bin metrekare alana sahip 4 farkl\u0131 proje yapm\u0131\u015f olma \u015fart\u0131 aranacakt\u0131r.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Kamu kullan\u0131m\u0131na \u00f6zg\u00fc binalara getirilen d\u00fczenlemeler ile, \u015fehir planlamas\u0131nda mimari estetik de\u011ferinin artt\u0131r\u0131lmas\u0131 hedeflenmektedir. N\u00fcfusu 50.000\u2019den fazla olan belediyelerde yap\u0131lacak resmi binalar\u0131n (e\u011fitim, sa\u011fl\u0131k, ibadet, k\u00fclt\u00fcrel vb. binalar\u0131n) projelerinin haz\u0131rlanmas\u0131nda g\u00f6rev alacak mimarlara belirli y\u0131l mesleki tecr\u00fcbe ve meydana getirilen proje deneyimi \u015fart\u0131 aranmaktad\u0131r.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Ayr\u0131ca Mimari Estetik Komisyonlar\u0131\u2019n\u0131nda yer alan mimar \u00fcye say\u0131s\u0131 ve komisyon ba\u015fkanlar\u0131nda aranacak ko\u015fullar artt\u0131r\u0131larak projelerin belirlenen kriterlere uygun meydana getirilmesi ile, s\u00fcre\u00e7te nitelikli de\u011ferlendirme yap\u0131lmas\u0131 hedeflenmektedir.<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li><strong>Binalarda Kapal\u0131 \u00c7\u0131kma Yap\u0131lmas\u0131na \u0130li\u015fkin D\u00fczenlemeler<\/strong><\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"font-weight: 400;\">Binalar\u0131n taban alan\u0131 d\u0131\u015f\u0131nda kendi bah\u00e7e \u00f6l\u00e7\u00fcs\u00fc d\u0131\u015f\u0131na ta\u015fmamak \u015fart\u0131 ile, binan\u0131n her cephesinde \u0130mar Y\u00f6netmeli\u011fi kurallar\u0131na uygun olarak \u2018\u2019kapal\u0131 \u00e7\u0131kma\u2019\u2019 yap\u0131labilmektedir. Y\u00f6netmelik ile, i\u00e7erisinde konut yer alan zemin hari\u00e7 4 kat ve \u00fczeri yap\u0131larda kapal\u0131 \u00e7\u0131kma yap\u0131lmas\u0131 yasaklanmaktad\u0131r. Kapal\u0131 \u00e7\u0131kman\u0131n yap\u0131lamamas\u0131 nedeniyle, imar plan\u0131nda emsal haklar\u0131n kullan\u0131lamamas\u0131 kay\u0131plara neden olacakt\u0131r. Emsal haklar\u0131nda meydana gelen kay\u0131plar\u0131 telafi etmek amac\u0131 ile Y\u00f6netmelik; parselin arka bah\u00e7e mesafesine en fazla 1 metre ta\u015fmak kayd\u0131 ile, \u00fcst katlar\u0131n bu kolonlar \u00fczerine yap\u0131lmas\u0131n\u0131 d\u00fczenlemi\u015ftir.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Ta\u015fan k\u0131s\u0131mlar sadece kolon veya perdelerden olu\u015facak ve hi\u00e7bir kenar\u0131 malzeme ile kapat\u0131lmayacak, b\u00f6ylece bah\u00e7e niteli\u011fi korunacakt\u0131r. Bu halde dahi emsal haklar\u0131 tamamen kullan\u0131lamaz ise, ayn\u0131 ko\u015fullar ile \u00f6n bah\u00e7eye en fazla 1 metre ta\u015fma m\u00fcmk\u00fcn olacakt\u0131r.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\"><strong>SONU\u00c7<\/strong><\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Mevzuatlar, yeni geli\u015fmeler neticesinde d\u00fczenlemelere ihtiya\u00e7 duymaktad\u0131r. \u00dclkemizde meydana gelen 06 \u015eubat 2023 depremi sonucunda \u00c7evre, \u015eehircilik ve \u0130klim De\u011fi\u015fikli\u011fi Bakanl\u0131\u011f\u0131 taraf\u0131ndan, 03 Temmuz 2017 tarihli ve 30113 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Planl\u0131 Alanlar \u0130mar Y\u00f6netmeli\u011fi\u2019nde de\u011fi\u015fiklik yap\u0131lm\u0131\u015ft\u0131r. 12 May\u0131s 2023 tarihinde Resmi Gazete\u2019de yay\u0131mlanan Y\u00f6netmelik ile temel olarak, T\u00fcrkiye genelinde in\u015fa edilen yap\u0131lar\u0131n depreme kar\u015f\u0131 dayan\u0131kl\u0131l\u0131\u011f\u0131n\u0131 artt\u0131rmak hedeflenmi\u015ftir.
